At the Aug. 24, 2017, Wilsonville City Council meeting, the Council conducted a second reading and adopted an ordinance that annexes into City limits a small portion of land acquired by the West Linn-Wilsonville School District to be used as a road right-of-way for the new Meridian Creek Middle School under construction southwest of the intersection of Wilsonville/Stafford Roads and Boeckman/Advance Roads. Once construction of the new SW 63rd Avenue road is completed, the school district plans to dedicate the road right-of-way to the City.

The City of Wilsonville is holding a community kick-off event to help plan the future of Boones Ferry Park on Tuesday, Sept. 5, 6:00 p.m., at Boones Ferry Park, 31240 SW Boones Ferry Road. The City seeks community input regarding preferences for enhancing park and open-space amenities and increasing public access to the Willamette River through development of a new park master plan.

 

“We are excited to hear community members’ ideas on how the City should invest and manage Boones Ferry Park,” explained Parks and Recreation Director Mike McCarty.

At the August 7, 2017, Wilsonville City Council meeting, the Council approved a methodology for calculating an infrastructure supplemental fee payable by developers designed to finance infrastructure that serves the proposed Frog Pond West residential area. The Council’s action implements the Frog Pond West Infrastructure Funding Plan adopted by Council on July 17 that called for additional fees to underwrite costs to extend City infrastructure to the Frog Pond area. The primary infrastructure projects to be funded include road and utility improvements on Boeckman Road and Stafford Road, a neighborhood park, and a proportional cost-share of a future new bridge on Boeckman Road crossing Boeckman Creek. On February 11, 2017, the Wilsonville City Council met at an all-day retreat to generate a set of long-term policy objectives and biennium goals for 2017-2018. The long-term objectives offer broad policy direction for the City for approximately the next 10 years. The 2017-18 Council goals provide more specific short-term policy level actions for the City to take in the upcoming biennium to help achieve the long-term objectives. The Goals and Administrative Directives were put into a Work Plan to make it easier for the public to monitor the performance and outcomes.

The 2017/2018 Wilsonville City Council Work Planprovides a high level overview of community priorities established by your governing body. The Work Plan includes plans and projects that address important issues related to residential growth, transportation enhancements, growing the City’s tax base, adding family–wage jobs, environmental preservation, and expanding cultural opportunities in the City.

The City of Wilsonville has released the “2017-18 Annual Report,” which is being distributed to all residences and businesses in Wilsonville.

 

The “2017-18 Annual Report” reviews community highlights and key accomplishments by the City over the past year, examines the fiscal year 2017-18 operating budget, and presents information on various City programs, services and volunteer boards and commissions. The “2017-18 Annual Report” marks the sixth year that the City has produced an annual report-type document that reviews the prior fiscal year highlights and previews upcoming projects over the next year.

 

Specific topics covered in the full-color, 16-page publication include reviews of community economic development, public library operations, transportation infrastructure, parks and recreation, police, public works and SMART transit.

The City of Wilsonville Parks and Recreation Department is hosting a public meeting on Wednesday, August 2, 6:00 p.m., at City Hall, 29799 SW Town Center Loop East, to review the findings from a recent Parks and Recreation Master Plan survey. The survey sought to gather feedback from community members regarding preferences for future City investments in recreational programs, services and parks facilities in Wilsonville.

 

In May a statistically-valid questionnaire was mailed to a random sample of 3,500 households in Wilsonville that was followed in June with a similar online survey. The survey asked a variety of questions to assess community preferences for the types of parks, facilities, recreation programs and services desired by local residents. The survey results are being used to determine community values, satisfaction levels, needs and priorities for the City’s long-term planning efforts to be included in the Parks and Recreation Master Plan.

Boeckman Road west of 95th Avenue in Wilsonville is planned to be reopened on Tuesday, July 25 in time for the morning commute. The road is being reopened after a three-month closure for the construction of a new roundabout at the future intersection with Kinsman Road that was completed a week ahead of schedule.

The newly-completed roundabout is part of the Kinsman Road extension project that extends Kinsman Road one mile from Barber Street near the Barber Street Bridge and the SMART/WES Commuter Rail Transit Center to connect with Boeckman Road to the north. The full Kinsman Road extension project is expected to be completed and opened next summer.

The survey asks participants to review a variety of images that represent a range of possibilities for future development in the 100-acre area that encompasses the properties north of Wilsonville Road, within and adjacent to Town Center Loop. On Friday, July 7, 8 a.m. – 5 p.m., Clackamas County is restriping major roadways in Wilsonville that are in need of a new coat of reflective paint. The roads to be repainted include portions of the following roads: Boones Ferry Road, 95th Avenue, Elligsen Road, Canyon Creek Road, Burns Way, Ridder Road,  Boeckman Road, Parkway Avenue, Boberg Road, Barber Street, Town Center Loop West, Wilsonville Road and others. A map of all the roads to be painted is available on the City’s Website.

 

Within an hour of application the paint drys, but community members are asked to avoid crossing the freshly painted lines until the cones are removed from the roadways. 

 

No roads or travel lanes are to be closed as a result of the restriping project, but community members are urged to slow down and stay a safe distance away from the painting trucks and work crews.

On Saturday, June 24, at 10:00 a.m. at the Korean War Memorial in Wilsonville’s Town Center Park, 29600 Park Place, the Korean War Memorial Foundation of Oregon (KWMFO) is hosting a Korean War Remembrance Ceremony that is free and open to the public. The event is being held with assistance from the Oregon Trail Chapter Korean War Veterans Association. 

 

This year the annual event includes a special unveiling of a life-size bronze statue of General Douglas MacArthur who served as the commander of the U.S.  led United Nations forces during the war from 1950-1951. The statue was commissioned by the Korean War Memorial Foundation of Oregon and was fabricated and installed by Nick Christensen of Brodin Studios & NKC Sculptures Inc, a bronze sculpture artist based in Litchfield, Minnesota.

In May the French Prairie Bridge Project Task Force established proposed evaluation criteria that are to be used this summer to make a bridge alignment recommendation to the Wilsonville City Council later this fall.

 

After extensive discussion, the task force agreed that the bridge evaluation criteria be weighted as follows:

Connectivity and Safety - 20%
Emergency Access - 20%
Environmental Impacts - 11.5%
Compatibility with Recreational Goals - 20%
Compatibility with Existing and Built Environment - 17%
Cost and Economic Impact - 11.5%

 

The project Technical Advisory Committee (TAC), composed of project partners and agency officials with regulatory authority, originally developed the draft project evaluation criteria for consideration by the task force.

The City of Wilsonville has launched a new tourism website that provides visitors and residents with a wealth of information on things to do in and near Wilsonville. Led by the Tourism Promotion Committee, ExploreWilsonville.comadvances a key element of the City’s tourism development strategy.

 

Committee chair Jeff Brown, general manager of Holiday Inn South Portland/Wilsonville, said “ExploreWilsonville.com responds to the number-one issue identified in the tourism development strategy: the need for an authoritative website for Wilsonville tourism. These days, most visitors get their travel information online. ExploreWilsonville.com provides visitors and new residents with a central clearing house on local tourism attractions, major community events and hospitality businesses.”

At the June 19, 2017, Wilsonville City Council meeting, the Council adopted four different resolutions that together approve the City’s Fiscal Year 2017-18 Budget as approved by the Budget Committee and also made final adjustments to the current 2016-17 budget. The Council action is the final step in the process to adopt the City’s annual budget for the upcoming fiscal year beginning July 1, 2017. The all-funds budget of $174.1 million includes contingency reserves of $71.3 million; the most-flexible general fund that supports basic municipal services is $32.3 million, less $10.3 million in contingency reserves. The balance of the budget, $135.3 million, is dedicated to specific funds supported by user fees and taxes on gasoline and payroll within the City for particular uses, such as the City’s public transit agency South Metro Area Regional Transit (SMART), road maintenance, operations or utility services.

The City of Wilsonville has published the “2017 Annual Water Quality Report,” which documents results of the City’s 2016 water-quality monitoring and testing. This report lists the regulated contaminants that may be detected in treated water and the sample results from Wilsonville’s water system.

The report shows that in every category of chemical measurement, including lead, that the City’s water quality surpasses all federal and state standards for drinking water. Distribution of the Annual Water Quality Report, also known as the Consumer Confidence Report (CCR), is required of all community water systems under the 1996 Safe Drinking Water Act amendments by July 1 of each year.

Boeckman Road, west of the intersection of Wilsonville-Stafford-Boeckman-Advance Roads, is planned to be closed to through-traffic between Wilsonville Road and Canyon Creek Road for a two-week period, Saturday, June 3, through Saturday, June 17.

 

The road closure is needed to allow complete reconstruction of a section of Boeckman Road in association with the new Meridian Creek Middle School being constructed by the West Linn–Wilsonville School District. The City and School District apologize for any inconvenience this may cause citizens and businesses.

 

The intersection at Wilsonville/Stafford Roads remains open; however, traffic headed west on Boeckman Road from the intersection follows a detour route using Stafford Road, 65th Avenue, Elligsen Road, and Canyon Creek Road throughout construction. Local access to homes off of this section of Boeckman Road is to be maintained, but delays may be expected.

The City of Wilsonville is releasing the Wilsonville Area Events Summer 2017 poster, which is being distributed to all residences and businesses in Wilsonville as an insert in the June issue of the City’s Boones Ferry Messenger newsletter and is also available at City Hall, Wilsonville Public Library, Wilsonville Community Center and the Parks and Recreation Administration Building in Town Center Park.

For the 20th consecutive year since 1997, the Government Finance Officers Association of the United States and Canada (GFOA) has awarded the City of Wilsonville with the Certificate of Achievement for Excellence in Financial Reporting for the City’s Comprehensive Annual Financial Report. Attainment of the Certificate of Achievement, the highest form of recognition in the area of governmental accounting and financial reporting, represents a significant accomplishment by a government’s management.

 

City Manager Bryan Cosgrove said, “We are proud that for the past two decades the City’s Comprehensive Annual Financial Report continues to be recognized by a neutral and well-respected organization like the Government Finance Officers Association of the United States and Canada. May 3, 2017 - The City of Wilsonville is hosting a French Prairie Bridge Project advisory Task Force meeting on Monday, May 22, 6-9 p.m., at City Hall, 29799 SW Town Center Loop East, Wilsonville. All meetings are open to the public; interested community members are invited to attend.

The 21-member task force is scheduled to consider evaluation criteria to be used to assess the location and design of the proposed bicycle/pedestrian/emergency-access bridge crossing the Willamette River.  The evaluation criteria will be used to assess the location and design of the proposed bicycle/pedestrian/emergency-access bridge crossing the Willamette River.

At the June 5, 2017, Wilsonville City Council meeting, the Council held a public hearing and adopted on first reading an updated Transit Master Plan (TMP) which aims to make route adjustments and other changes to better serve the public transportation needs of businesses, residents and visitors of Wilsonville. The proposed route changes in the plan are cost-neutral with no changes in revenues or expenses compared to current operations and focus on more frequent and efficient service delivery. The main route changes proposed in the plan include: switching Route 2X service from Barbur Transit Center to Tigard Transit Center; dividing Route 3 so that there is a 3X commuter route to Canby and separate Charbonneau Shuttle; and streamlining the in-town Route 4 and expand evening and Saturday service; and reconfiguring Route 7 that serves the Villebois neighborhood. A second reading with prospective adoption of the TMP is planned for the June 19 City Council meeting.
