Council Takes Action to Receive Due Funding for Park Purchase, Transportation Improvements

September 21, 2023 — On September 18, 2023, the Wilsonville City Council adopted a resolution approving an intergovernmental agreement with Metro that provides nearly $1.4 million in Local Share fund allocations to compensate the City for its recent purchase of a 2.93-acre future park property in Frog Pond West.

To facilitate the City receiving its due allocation of about $7.6 million in Statewide Transportation Improvement Funds (STIF) to support South Metro Area Regional Transit (SMART) programs over the next two years, the Council adopted a resolution authorizing a subrecipient agreement with TriMet to distribute the funds to SMART

At a public hearing, on first reading, the Council approved changes in local City Code that provide latitude for the City to impose time limits at public City-owned parking lots, as needed, to ensure there is sufficient parking for daily public use as development occurs.

Additionally, on first reading, the City Council adopted Development Code amendments that correct inconsistencies and clarify the review process for certain application types, including wireless communications facilities, extensions of development approvals, and temporary use and sign permits.

During Communications, Community Development Director Chris Neamtzu updated the Council on the City’s efforts to mitigate a recent infestation of Mediterranean Oak Borer (MOB), a pest responsible for the rapid decline of several Oregon white oak trees in Wilsonville. Aggressive mitigation efforts are underway to preserve and protect significant trees.

During City Manager’s Business, Assistant City Manager Jeanna Troha noted a grand opening, on Oct. 13 at 2:30 pm in Villebois, to celebrate the unveiling of the City’s first permanent Storywalk®. The new amenity features two dozen signs, placed along the Ice Age Tonquin trail as it parallels Coffee Lake Drive, that compose a children’s book for people to read as they walk about a quarter-mile length of path. This new amenity is a collaboration among the Parks and Recreation Department, the Wilsonville Public Library, and the Wilsonville Public Library Foundation.

During the work session held prior to the meeting, City Attorney Amanda Guile-Hinman updated the Council on the progression of talks with Republic Services to update the waste and recycling hauler’s franchise agreement and administrative rules, a process informed by new Metro requirements of local governments. Proposed changes in the agreement would improve service requirements at multi-family dwellings and upgrade recycling options for residents.

Information Services staff and consultants reported on the progress of a project to refresh the City’s Information Technology (IT) Strategic Plan. A recent analysis assessed current needs, reinforced the value of Information Services staff and identified 32 short-, medium-, and long-term projects to prioritize over the next 3-5 years.

Economic Development staff shared a progress update on the ongoing feasibility study to assess the use of Urban Renewal to fund infrastructure development in the Wilsonville Town Center district, including financial projections and documentation of “blight” that this financing methodology would help address. Staff sought to emphasize that the realization of the vision of the adopted 2019 Town Center Plan is contingent upon the City’s investment in Town Center streets and other infrastructure.

Five years after adopting form-based code to guide development in the Coffee Creek Industrial Area, Planning staff sought the Council’s consideration of minor adjustments to code standards and review processes to make compliance more achievable for applicants.

The next regular meeting of the City Council is to be held on Monday, Oct. 2, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
