Council Renews Annual Tax Exemptions to Support Affordable Housing at Five Locations

March 7, 2023 — At the March 6, 2023, meeting of the Wilsonville City Council, the Council granted annual property-tax exemptions to five multi-family facilities — Autumn Park Apartments, Charleston Apartments, Creekside Woods LP, Rain Garden LP and Wiedemann Park — that provide 365 residential units of affordable housing. These annual exemptions allow the facilities to provide lower-cost rent to families, seniors and individuals meeting income qualifications.

The Council directed the Parks and Recreation Department to pursue a grant from the Oregon State Parks Local Government Grant Program (LGGP) to fund a project to replace the 35-year-old restroom at Boones Ferry Park. The new restroom, which would include two single, non-gender specific restrooms, better serves the community and reduces maintenance costs.

Additionally, the Council approved a contract with Global Rental Co., in the amount of $162,000, for the purchase of a 40-foot bucket truck. The truck allows Public Works staff to safely and efficiently complete overhead tasks, including tree work, signage, seasonal decorations, and building maintenance. Funding was approved during the FY 22-23 budget process.

During Communications, Planning staff shared the framework of Climate-Friendly and Equitable Communities, a set of state-wide rules to address climate change with required land use and transportation strategies aimed at reducing greenhouse gas emissions.

During the work session held prior to the meeting, the City Attorney sought further direction to inform the ongoing development of new prohibited camping regulations that comply with new Oregon laws.

Also, Planning and Engineering staff presented an overview of Transportation System Plan (TSP) amendments that have been drafted to establish a plan for future transportation infrastructure development within the Frog Pond East and South neighborhoods.

The next regular meeting of the City Council is to be held on Monday, Mar. 20, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
