Council Adopts FY 2023-24 Budget, Renews Wilsonville Community Sharing Grant

June 6, 2023 — At the June 5, 2023, meeting of the Wilsonville City Council, the Council adopted the City’s budget for the upcoming 2023-24 fiscal year, which begins on July 1, 2023.

The all-funds budget of $277.5 million, approved and forwarded for the Council’s consideration by the Budget Committee on May 18, was adopted unanimously by the Council. In conjunction, the Council adopted two resolutions that confirm Wilsonville’s eligibility and election to receive state-shared revenues totaling more than $2.6 million, with $410,000 for the General Fund and about $2.24 million of gas-tax revenues for the Road Operating Fund.

Additionally, the Council approved a supplemental budget adjustment for the current fiscal year budget to accommodate the delivery of additional improvements, including materials to accommodate implementation of the City’s new overnight camping ordinance.

The Council renewed the City’s annual grant-funding agreement with Wilsonville Community Sharing (WCS), Wilsonville’s social-services agency and food bank. The City’s grant of $60,000 helps to fund support services — including assistance with rent, food, prescriptions and utility bills — to Wilsonville individuals and families in need.

To fund the annual street maintenance program, the Council authorized a $2.5 million contract with S-2 Contractors that will fund the rehabilitation of three sections of roadway this summer:

  • On Boeckman Rd.:
    • from Boberg Rd. to Parkway Ave. (excluding the I-5 overpass)
  • On Wilsonville Rd.
    • from Kinsman Rd. to I-5 southbound on/off ramps
    • from Boeckman Creek Bridge to Rose Lane

The Council approved South Metro Area Regional Transit’s (SMART) purchase of four compressed natural gas (CNG) buses, to be added to SMART’s fleet next year. State and federal grants are covering $649,913 of the $764,604 cost, leaving SMART responsible for a local match of $114,691.

To incorporate quasi-judicial and legislative map changes that have occurred since the last Official Zoning Map adoption in June 2017, the Council approved a new official map incorporating those changes.

During Communications, Wilsonville Community Sharing representatives detailed the non-profit’s recent activities, and discussed the benefits of relocating to the former Arts & Technology High School building (29796 SW Town Center Loop E.).

Staff and Diversity, Equity and Inclusion Committee Chair Imran Haider shared a progress report on the committee’s work to complete recent initiatives, including the third annual Juneteenth Event on June 17, and the five-event DEI Lecture Series, which continues on Thursday night at 6:30 pm at the Wilsonville Library.

During the period of citizen input, residents expressed a desire to engage with staff throughout the City’s project to design and construct the long-sought Boeckman Trail and replace an outdated sewer interceptor. To follow the progress of the Boeckman Creek Interceptor & Trail Project, interested parties can sign up to receive text or e-mail alerts as new information is available. The project team is currently soliciting public feedback via a short survey at “Let’s Talk, Wilsonville!”

During the work session held prior to the meeting, Planning staff resumed a discussion with the Council regarding ways in which the City’s residential development code might be amended to define clear multi-family design standards and implement a review process for future construction in Frog Pond East and South and elsewhere.

Parks & Recreation staff summarized a recent analysis to reassess how it calculates System Development Charge (SDCs), the one-time fees paid by developers to fund future park and recreational amenities.

Legal staff shared draft policy that, if adopted, would provide additional latitude for City staff to administer progressive exclusion consequences for people who repeatedly violate City guidelines.  Current code lacks clear guidance for progressive discipline for people exhibiting illegal and/or disruptive behavior.

At the meeting of the URA Board held after to regular meeting, the Board approved the City’s $23.5 million Urban Renewal budget for the 2023-24 fiscal year.

The next regular meeting of the City Council is to be held on Monday, June 19, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
