City Council Report for Sept. 8, 2016

On September 8, 2016, the City Council held a second reading and approved an ordinance for a Zone Map amendment of a 3.2-acre site located in the Villebois Village Center west of Villebois Drive North, south of the future Paris Avenue to allow the parcel to be developed as 82 condominiums and 10 row houses along with associated streets, alleys, and open space. The Council action changed the parcel’s zoning from Public Facility to the Village Zone. The proposal was previously approved by Development Review Board (DRB) Panel B on July 25, and by City Council during first reading of the ordinance on August 15.

The City Council continued until the date certain of October 17 the second reading of a proposed ordinance to adopt the Coffee Creek Urban Renewal Plan. Mayor Tim Knapp indicated that the City Council would wait to act until prior approval by Washington County Board of Commissioners. 

On the Consent Agenda the Council adopted a resolution that approves the City’s participant as one of several concurring parties to an intergovernmental agreement between the U.S. Army Corps of Engineers and state and federal historic preservation agencies relating to closure and potential reopening of the Willamette Falls Locks in West Linn. 

The City Council also continued a conversation started previously in work session with Community Development Director Nancy Kraushaar, PE, regarding options for dealing with truck traffic in East Wilsonville.

During work session prior to the meeting, City Council heard reports and discussed planning and development fees as a component of the Community Development Fund, as well as potential time, place and manner restrictions on the locations for sale or producing marijuana products should Wilsonville voters disapprove Ballot Measure 3-486 that “Prohibits Certain Marijuana Facilities” in the city. Council also began a discussion of options for dealing with truck traffic in East Wilsonville.
