City Council Approves Maintaining Waste & Recycling Rates in 2023

November 8, 2022 — At the November 7, 2022, meeting of the Wilsonville City Council, the Council adopted the findings and recommendations of the annual Solid Waste Collection Rate Report. This action effectively maintains waste and recycling rates to be charged by Republic Services to residential, commercial and industrial customers in 2023.

Additionally, the Council approved an amendment to a with AKS Engineering & Forestry, LLC that provides an additional $33,000 to complete the 2022 curb-ramp upgrades identified in the City’s capital improvement plan. The amendment funds design and engineering services to facilitate the construction of curb ramps, pedestrian push buttons, and access routes to bring three pedestrian crossings up to current Americans with Disabilities Act (ADA) and the City’s Public Works standards.

During Communications, the City Council approved the City’s application to Metro that approves the purchases of about three acres of West Linn-Wilsonville School District property utilizing local shared funds from Metro’s 2019 parks and nature bond measure. The property is to be used for a future neighborhood park to be located within Frog Pond West.

During Mayor’s Business, Mayor Julie Fitzgerald and the City Council endorsed the prospective appointment of Councilor Joann Linville to the State Opium Settlement Board, which is to be established by the League of Oregon Cities and appointed by the Governor. The Board will distribute funds to support the treatment and prevention of opioid addiction.

The Mayor also discussed a letter to be sent to the Clackamas County Board of Commissioners stating the City’s disagreement with the County’s desire to “explore all (land-use) options” in French Prairie, which alluded to removing 500 acres of Rural Reserve protections from the French Prairie Rural Reserve for urbanized industrial uses.  

Mayor Fitzgerald noted Wilsonville's annual Veterans Day observance, set for 11 am on Friday, Nov. 11, at Town Center Park.

At the work session held prior to the meeting, Planning staff summarized the draft Frog Pond East & South Master Plan and sought any additional direction from Council before the plan is to be finalized and put forth for formal consideration by the Planning Commission (scheduled for 11/16) and the City Council (scheduled for 12/5).

The City Attorney sought feedback on a proposed City Flag Policy and draft change in City Code that, if adopted, would add new policy that delineates when and how commemorative flags or banners may be displayed on City flagpoles and within City facilities.

The next regular meeting of the City Council is to be held on Monday, Nov. 21, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
