City Council Approves Contract for Construction of City’s Future Public Works Complex

August 2, 2022 — At the August 1, 2022, meeting of the Wilsonville City Council, the Council approved a $19.7 million contract with Emerick Construction to build the City of Wilsonville’s future Public Works Complex.

Centrally located on Boberg Rd. near the Wilsonville Transit Center, the new seismically-resilient operations center will allow for more efficient and cost-effective service delivery, and provide adequate shop space, office space and storage to support the City’s future growth. The building could be completed as early as spring of 2024.

The Council also approved an amendment to the City’s existing contract with Moore Excavation, Inc. (MEI), that adds $215,000 to accommodate design changes and additional steel reinforcement on the 5th Street/Kinsman Road extension project currently in progress in Old Town.

Additionally, the Council adopted an ordinance, on first reading, to rezone a .55-acre property on Boones Ferry Rd. to Planned Development Industrial (PDI) Zone as recommended by the Development Review Board. This action is to bring the property into compliance with applicable City standards for an industrial storage yard located adjacent to a mobile home park that belongs to the same property owner.

During Mayor’s Business, Emergency Management staff summarized Friday night’s water pump failure at the Willamette River Water Treatment Plant (WRWTP) and the subsequent Water Curtailment Notice for the cities of Wilsonville and Sherwood. Staff noted that the curtailment is working, and that the City is asking residents to continue to conserve water this week. (FAQ)

During Communications, City Administrative staff shared a few highlights from the City’s current promotional activities on ExploreWilsonville.com, which are designed to attract visitors for overnight lodging.

At the work session held prior to last night’s meeting, Engineering staff shared tenets of a draft Wastewater Treatment Master Plan that accommodates the City’s projected 20-year growth, addresses seismic resiliency and identifies assets to be upgraded and/or replaced. A virtual open house to gather public input on the plan is to be held on Aug. 24.

The City’s legislative consultant, Greg Leo, sought the Council’s direction to finalize the legislative priorities to be listed on the League of Oregon Cities’ (LOC) legislative priority ballot. This annual process helps LOC prioritize its policy agenda in advance of the 2023 legislative session.

At a brief meeting of the URA Board held immediately following the City Council meeting, the Board approved the contract amendment with MEI that was previously adopted by City Council, providing additional funding for the ongoing 5th Street/Kinsman Road extension project.

The next regular meeting of the City Council is to be held on Monday, Aug. 15, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
