City Council Annexes, Rezones Land for Frog Pond Subdivision

February 25, 2022 — At the February 24, 2022, meeting of the Wilsonville City Council, the Council adopted two amendments that annex and rezone 9.7 acres in the Frog Pond West neighborhood. These actions accommodate the development of a new 29-lot residential sub-division consistent with the Frog Pond West Master Plan.

The Council approved the amendment of a contract with Stantec Consulting Services to provide $1.3 million for construction support services associated with the Willamette River Water Treatment Plant (WRWTP) Expansion. The project accommodates 10-year growth and includes work to replace outdated equipment and increase seismic resilience at the WRWTP.

Additionally, the Council approved the execution of a $1.32 million contract for the construction of the Corral Creek and Rivergreen Lift Stations Rehabilitation Project. Identified as a priority in the 2014 Wastewater Collection System Master Plan, the project replaces aging and deteriorating assets, brings electrical systems into compliance with current codes, and improves operational reliability and performance of these lift stations.

The Council also approved a $94,000 contract with Braun Construction and Design to replace two existing sections of collapsed and crushed storm piping located within 95th Ave. between Boeckman Rd. and Nike Dr.

During Mayor’s Businesses, Mayor Julie Fitzgerald recommended nine community members for appointment as charter members of the new Arts, Culture and Heritage Commission; all appointments were confirmed by City Council vote:

  • Three-year terms (through June 2025): Benjamin Mefford, Susan Schenk, Deborah Zundel
  • Two-year terms (through June 2024): Steven Traugh, Joan Carlson, Jason Jones
  • One-year terms (through June 2023): David Altman, Elaine Swyt, Angela Sims

The Council also confirmed the appointment of Amanda Harmon to fill a vacant seat on the Parks & Recreation Board for a term that expires on 12/31/2024.

During Communications, representatives from the West Linn-Wilsonville School District detailed the work of the district’s Family Empowerment Center, a program recently established to provide families with tools – including food, clothing, supplies, mental health resources and other support – that allow families to take a more active role in the education of their children. The Center plans to increase parent and student efficacy through hands-on workshops and skills-based training opportunities.

At the work session held prior to the meeting, Planning staff sought the Council’s direction on draft Vertical Housing Development Zones (VHDZ) criteria. Adoption of VHDZ would provide partial tax abatements as a targeted incentive for the development of mixed-use projects with active and publicly accessible ground floor uses to support the community’s vision for more vibrant, walkable, mixed-use destinations at Villebois and Wilsonville Town Center.

The next regular meeting of the City Council is to be held on Monday, Mar. 7, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
