City Council Renews Agreement to Provide School Resource Officer for Wilsonville Schools
August 17, 2022 — At the August 15, 2022, meeting of the Wilsonville City Council, the Council approved an intergovernmental agreement among the City, the Clackamas County Sheriff’s Office and the West Linn-Wilsonville School District to renew and more clearly define terms of the School Resource Officer program.
Additionally, the Council approved a refund of $118,000 in System Development Charges (SDC) to Coffee Creek Logistics Holdings for water and sewer infrastructure built by the developer within the new 110,000-square-foot Coffee Creek Logistics Center.
The council also approved methodology to calculate “average floor area” of mixed use development projects to be constructed within approved Vertical Housing Development Zones (VHDZ). This clarification ensures that development incentives are only awarded to projects that meet local goals and objectives outlined within the VHDZ program and the 2019 Wilsonville Town Center Plan.
On second reading, the Council adopted an ordinance to rezone a .55-acre property on Boones Ferry Rd. to Planned Development Industrial (PDI) Zone as recommended by the Development Review Board. This action is to bring the property into compliance with applicable City standards for an industrial storage yard located adjacent to a mobile home park that belongs to the same property owner.
During Communications, City Administrative staff shared summary data from the 2022 Community Survey, which is conducted by the National Research Center every two years to gauge resident opinions. The survey generally indicates residents’ high satisfaction – 94 percent of residents surveyed consider Wilsonville an ‘excellent’ or ‘good’ place to live.
At the work session held prior to the meeting, Legal staff provided the Council with a summary of the status of laws relating to the prohibition of camping on public property. The City is undertaking an analysis of current city code and intends to conduct community outreach that would inform potential code revisions.
Finance staff detailed work currently underway to implement a new Utility Billing system. The system, to debut this fall, does require customers to re-enroll to make automated payments. When it launches, customers can sign up payment reminder alerts, and take advantage of new payment options, including Apple Pay, Pay Pal and Venmo.
Planning staff shared details of a project to establish a Framework for Inclusive Engagement. The framework has been developed to help ensure that the City’s public engagement efforts reach all members of the community, particularly those historically underrepresented in municipal public engagement efforts.
Because of the Labor Day holiday, the next regular meeting of the City Council is to be held on Thursday, Sept. 8, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
