City Council Approves Wastewater Treatment Plant Master Plan, Allocates CCEP Grant Funds

January 5, 2024 — On January 4, 2024, the Wilsonville City Council adopted the Wastewater Treatment Plant Master Plan, a 20-year plan to guide the management of the City’s waste water system. Adopted as an element of the City’s Comprehensive Plan, this Master Plan estimates future system usage and capital investment needed to complete new projects and replace aging equipment over the next two decades.

In support of local non-profit organizations that produce programs and/or events to locally enhance arts, culture, history and heritage, the Council approved the Arts, Culture and Heritage Commission’s recommended allocation of more than $23,000 through the City’s Community Cultural Events and Program (CCEP) Grant program. CCEP Grant recipients for the current 2023-24 fiscal year cycle include Wilsonville Rotary Foundation, Charbonneau Arts Association, Wilsonville STAGE, Wilsonville Choral Arts Society and Siempre La Guitarra.

The Council approved a development agreement with Delta Logistics that advances work to underground nearby utility cables in conjunction with the company’s construction of a 58,000 square foot warehouse in the Coffee Creek Industrial Area. The agreement, which refunds a portion of assessed System Development Charges, facilitates the thoughtful, cost-effective build out of public infrastructure.

On second reading, the Council adopted ordinances that annex and rezone 2.02 acres within the Frog Pond West neighborhood that enable construction of the 11-lot Frog Pond Petras Homes residential development at the northwest corner of Frog Pond Lane and Stafford Road.

The Council welcomed the Wilsonville High School football team in celebration of its 2023 Oregon School Activities Association (OSAA) 5A State Championship. In November, the Wildcats earned their first State title since 2004. Council President Kristin Akervall proclaimed this to be “Wilsonville Wildcats Week,” highlighting several team accomplishments, including the team’s 12-1 record and 3.47 cumulative grade point average.  

During Communications, Council President Akervall presented a Certificate of Appreciation to Greg Caldwell, Northern Oregon’s outgoing Honorary Consul for the Republic of Korea. For 10 years, Caldwell has skillfully cultivated diplomatic relationships in trade, business, science, education and culture. His work with the Oregon Korea Foundation (OKF), the Korean War Memorial Foundation of Oregon (KWMFO), the Korean War Veterans of America (KWVA) Oregon Trail Chapter, and the City of Wilsonville has been instrumental in recognizing the many contributions and sacrifices made by Americans and Koreans in defense of a free, democratic Republic of Korea.

Additionally, Community Development staff shared an update on the City’s ongoing work to mitigate the arrival of Mediterranean Oak Borer, a destructive pest that has recently emerged as a significant threat to Oregon white oaks and other trees. Infested trees are being treated and/or removed to limit spreading and prevent safety hazards.

There was no work session held prior to last night’s meeting.

Because of the Martin Luther King Jr. Day holiday, the next regular meeting of the City Council is scheduled to be held on Thursday, Jan. 18, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
