City Council Approves Contract to Advance Boeckman Road Corridor Improvement Projects

September 20, 2022 — At the September 19, 2022, meeting of the Wilsonville City Council, the Council authorized the City Manager to amend a professional services agreement with MurraySmith, Inc. The amendment provides $2 million to fund owner’s representative services for the Boeckman Road Corridor Improvement Projects, including engineering design review, independent cost estimating, construction management, administration, public engagement, and inspection.

Additionally, the Council authorized a $450,000 contract with MurraySmith to fund final design and construction support services associated with the Charbonneau Lift Station Rehabilitation, an improvement identified as a priority in the 2014 Wastewater Collection System Master Plan. The station pumps wastewater collected from the Charbonneau District to the Wilsonville Wastewater Treatment Plant (WWTP).

The Council authorized the City Manager to enter into a development agreement with BTC III Grahams Ferry IC, LLC, the developers of a new 148,279-square-foot warehouse/manufacturing building within the Coffee Creek Industrial Area. By terms of the agreement, the company is  funding the construction of oversized (12-inch) public water system infrastructure, with costs to be refunded in System Development Charge (SDC) credits.

In order to construct scheduled Willamette Water Supply Program (WWSP) right-of-way enhancements, the Council authorized acquisition of property and property interests, with the potential for eminent domain procedures, that are needed for approximately 6,389 square feet of right-of-way, 3,528 square feet of permanent easements, and 6,550 square feet of temporary easements.

On second reading, the Council adopted two ordinances that annex and rezone 11.2 acres in the Frog Pond West neighborhood. These actions accommodate development of the 19-lot Frog Pond Terrace residential subdivision, consistent with the Frog Pond West Master Plan.

On first reading, the Council adopted two additional ordinances that annex and rezone 4.9 additional acres in Frog Pond West to accommodate development of the 12-lot Frog Overlook residential subdivision.

During Public Input, members of Wilsonville High School’s robotics team, Error Code Xero, shared details of the group’s upcoming “Girls Gen” robotics competition on Oct. 15.

During Mayor’s Business, the Council approved a set of legislative concepts to be considered by Wilsonville-area Rep. Courtney Neron for the 2023 State legislative session. These concepts advocate for new policy that updates SMART’s service area to correspond with City boundaries, yields the City a voice in Aurora State Airport planning, and studies the extension of the Westside Express Service (WES) commuter rail service from Wilsonville to Salem.

At the work session held prior to the meeting, Planning staff sought the Council’s guidance to finalize Aurora Airport “good-neighbor” policies to help guide the City in advocating for its interests in future planning efforts led by other agencies. The adoption of Comprehensive Plan policies will memorialize and address the City’s highest-priority issues related to Aurora State Airport and its surrounding area.

Economic Development staff shared details of meetings recently held with other Portland-area cities held to better understand the pros and cons of establishing a Construction Excise Tax (CET) as a funding mechanism to support goals of the Equitable Housing Strategic Plan. The Council sought more time to consider whether to pursue a strategy that includes CET implementation.

The next regular meeting of the City Council is to be held on Monday, Oct. 3, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
