City Council Adopts Stormwater Master Plan
April 2, 2024 — On April 1, 2024, The Wilsonville City Council, on first reading, adopted the 2024 Stormwater Master Plan as a sub-element of the City’s Comprehensive Plan. The Stormwater Plan, last updated in 2012, identifies 15 short- and long-term capital projects to meet current and future storm drainage infrastructure needs over the 20-year planning period. Community members can review the plan and provide comment before second reading at “Let’s Talk, Wilsonville!”
To deliver renovations at the Police Building aimed at increasing overall efficiency, security and customer service, the Council approved a $210,000 contract with Woodburn Construction CM/GC, LLC.
In response to changes in Oregon Building Code, the Council adopted State residential code, plumbing code, and electrical code revisions, with additional provisions, which are to be incorporated into existing City of Wilsonville Building Code.
The Council approved the amendment of a contract with Metereaders, LLC, that accommodates a 51% rate increase for meter reading and extends the vendor’s services through June 2025 as the City explores the benefits and costs of implementing an automated remote meter reading system at a future date. The rate increase is to be absorbed by the City’s water and sewer funds.
During Mayor’s Business, Mayor Julie Fitzgerald noted Clackamas County’s progress toward supportive housing services and the reduction of the County’s houseless population. Fitzgerald recommended a presentation delivered at the March 7 meeting of the Clackamas County Coordinating Committee, which details the County’s progress.
During Councilor Comments, the Council acknowledged an Arbor Day proclamation, and April 20 events acknowledging Arbor Day and Earth Day.
During Legal Business, the City Council ratified a small change in language on the explanatory statement that accompanies Ballot Measure 3-609, an adjustment in the definition of term limits, which was referred by the Council to voters in the May 21, 2024 primary election.
The City Attorney noted a special meeting of the City Council to be held on Wednesday, April 3, to consider the appeal of a Development Review Board land-use ruling. The City Council is to consider the current non-conforming use of the Fry’s Electronics building.
Legal staff also sought additional the Council’s direction to inform an ongoing project to amend the City’s public contracting code. In May, the Council is to consider the adoption of revised contracting code and administrative rules to expedite the execution of City contracts that do not exceed $250,000.
At the work session held prior to the meeting, representatives from Republic Services shared information about how Oregon’s passage of the Recycling Modernization Act will provide more consistency and efficiency of statewide recycling efforts when the program takes effect next year.
Representatives from the Willamette Water Supply Program updated the Council on the progress of construction activities in Wilsonville, including water pipeline installations under portions of 95th Ave. and Kinsman Rd.
The next regular meeting of the City Council is scheduled to be held on Monday, April 15, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
