City Council Adopts Master Plan for Frog Pond East & South

December 6, 2022 — At the December 5, 2022, meeting of the Wilsonville City Council, the Council, on first reading, adopted the Frog Pond East & South Master Plan, as recommended by the Planning Commission.

Informed by the community’s input and analysis of future housing needs, this long-term plan identifies types and locations of future homes, parks, streets, trails, and amenities to be built over the next 10-20 years. The plan also identifies water, sewer, storm water, and transportation infrastructure needs and funding sources.

Additionally, the Council adopted an amendment to the City’s Comprehensive Plan to include “Good Neighbor Policies” to guide future policy objectives and clarify the City’s interests related to the Aurora State Airport. The amendment identifies the impacts of current operations to Wilsonville and guides the City’s priorities if/when it participates in Airport planning efforts.

The Council adopted new structural and mechanical specialty building code, repealing all prior Resolutions that previously adopted such code. This action keeps the City in compliance with new State codes adopted in October.

During Mayor’s Business, Mayor Julie Fitzgerald read a proclamation declaring “Wilsonville Wildcats Week” in celebration of the Wilsonville High School girls’ soccer team, which captured its second straight 5A State Championship in November.

Mayor Fitzgerald recommended 14 individuals for appointment to several City Boards and Commissions. Each appointment was confirmed by City Council vote:

  • Budget Committee (three-year term): Synthea Russell
  • Development Review Board (two-year term): Rachelle Barrett, Jean Svadlenka, Jordan Herron, Yara Alatawy, John Hildum, Rob Candrian
  • Kitakata Sister City Advisory Board (three-year term): Seiji Shiratori, Ashleigh Sumerlin, Yuki Param, John Bohlen
  • Parks & Rec. Advisory Board (four-year term): Keith Gary
  • Planning Commission (four-year term): Nicole Hendrix
  • Wilsonville-Metro Community Enhancement Committee (two-year term): Maripat Hensel

At the work session held prior to the meeting, Administrative staff and the Chair of the City’s Diversity, Equity and Inclusion Committee presented a draft calendar that identifies several dates of cultural significance. The calendar is to help the City formally recognize several holidays and celebrations to give historically-marginalized community members a better sense of belonging.

Parks and Recreation Staff discussed efforts to mitigate the arrival in Oregon of Emerald Ash Borer (EAB) a destructive insect that threatens the City’s ash trees. The City is monitoring about 1,100 ash trees, and developing an outreach campaign to help community members identify trees in distress as a result of EAB.

Engineering staff and representatives of the Willamette Water Supply Program (WWSP) shared the construction plan for a two-mile segment of underground water pipeline that is soon to be installed along portions of Kinsman Rd., 95th Ave., Boeckman Rd. and Ridder Rd. With this extensive two-year project, the WWSP is providing Wilsonville several road improvements, including intersection improvements at Kinsman Rd./Wilsonville Rd. and 95th Ave./Boeckman Rd.

The next regular meeting of the City Council is to be held on Monday, Dec. 19, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
