City Councilor Charlotte Lehan, a descendant of a family that was one of the earliest homesteaders in the area, has been a resident of Wilsonville for nearly her entire life. She has served over time in numerous capacities in elected positions in local governments and as a volunteer for regional and state organizations. Charlotte Lehan won election to the City Council in November 2014 and took office on January 2015. Previously she served from 2009 to 2012 on the Clackamas County Board of Commissioners, including two years as chair of the commission. Prior to that, Charlotte Lehan served on the Wilsonville City Council for 17 years, first as City Councilor from 1991 to 1996, and then elected as Mayor for three consecutive four-year terms from 1997 to 2008. During her 12-year tenure as mayor, the City successfully undertook major infrastructure projects, including advancing the 500-acre Villebois urban-village development, building the $45 million Willamette River Water Treatment Plant, rebuilding the I-5/Wilsonville Road interchange that features tile-artwork of regional plants and animals produced by local school children, and commencing the $44 million major expansion of the Wastewater Treatment facility.
Charlotte Lehan is a member of the Oregon Travel Information Council (also known as Oregon Travel Experience or OTE), which operates most of Oregon’s highway rest areas. She also serves on the Oregon Heritage Tree Committee, the Oregon Historic Marker Committee and is a member of the Oregon Commission on Historic Cemeteries, which is part of the Oregon Parks and Recreation Department. She is a past president of the Wetlands Conservancy and founding member of the land-use conservation organization Friends of Goal Five.
In 2002 Charlotte was presented with the “Distinguished Leadership by an Elected Official” award from the Oregon Chapter of the American Planning Association in recognition of her efforts focused on smart-growth community-building endeavors for the City of Wilsonville.
