The 5th Street / Kinsman Road Extension project  is  identified as a high priority transportation network improvement project as part of the 2013 Transportation System Plan update.  This project provides an additional access route for the Old Town Neighborhood, will help to relieve traffic congestion at the Wilsonville Road/Boones Ferry Road intersection, and provide infrastructure needed to support future development of the Arrowhead Creek area.

The Project will extend both Kinsman Road south of Wilsonville Road and 5th Street west of Boones Ferry Road with a new intersection of Kinsman Road and 5th Street.  The project includes installation of sidewalk on the east side of Boones Ferry Road between Bailey Street and 5th Street, pedestrian safety and traffic calming improvements at the 5th Street/Boones Ferry Road intersection , and extension of the Ice Age Tonquin Trail along 5th Street ,completing a continuous multi-use path from Boones Ferry Road, through Graham Oaks and Villebois, to the Coffee Lake Wetlands.  Two new bridge crossings of Coffee Lake Creek, an upgraded railroad crossing on 5th Street, and extension of sanitary and water utilities will be constructed with this project.
