City Council Passes Ordinance to Prohibit Tobacco-Use in Parks; Approves Supplemental Budget Adjustment
At the Dec. 17, 2012, meeting, the City Council approved Resolution No. 2389 by a vote of 4-0 to support a $2.4 million supplemental budget adjustment for fiscal year 2012-13. Councilor Goddard left the meeting early.
During the public hearing, the City Council approved Resolution No. 2390 by a vote of 4-0 authorizing a ballot measure for March 2013 entitled, “Business Incentive Program for Investment and Job Creation by Manufacturers.” The proposed ballot seeks voter input on the creation of a Tax Increment Financing Zone (Zone) program that would establish one or more single-property urban renewal districts to stimulate converting vacant or underutilized industrial buildings—mostly warehouses—to manufacturing by partially rebating property tax increment.
The City Council voted 4-0 on Ordinance No. 712 to amend the City’s park rules to prohibit smoking or use of tobacco products on all city park property, park facilities and buildings.
Under continuing business, the City Council voted 4-0 on Ordinance No. 705 approving a comprehensive plan map amendment from commercial to residential for Fox Center Townhomes at the corner of Willamette Way East and SW Wilsonville Road.
The Council voted 4-0 on Ordinance No. 706 to approving a zone map amendment from Planned Development Commercial (PDC) to Planned Development Residential (PDR) on 1.14 acres for Fox Center Townhomes. City Council voted 4-0 on Ordinance No. 709 approving a zone map amendments on 73 acres in Villebois from Residential Agriculture – Holding (RA-H), Public Facility (Pf) Zone, and Exclusive Farm Use (EFU) to The Village (V) Zone. The Council voted 4-0 on Ordinance No. 710 to approve a zone map amendment on 13 acres in Villebois from Exclusive Farm Use (EFU) Zone to The Village (V) Zone. Ordinances 705, 706, 709, and 710 were all approved on second reading.
Resolution No. 2385, Addendum 4 to the Development Agreement, was continued to the January 7, 2013 City Council meeting.
The City Council under consent agenda accepted the Annual Financial Audit Report for fiscal year 2011-12 and a resolution authorizing procurement of compressed natural gas fuel components
During worksession, the City Council heard reports from Planning Director Chris Neamtzu and Associate Planner Daniel Pauly on a revised banner policty, from Senior Programs Manager Patty Brescia on smoke free parks and from Transit Director Stephan Lashbrook on Business Energy Tax Credit (BETCs) funding. The Council also discussed City Board and Commission appointments at worksession and at the start of the Council meeting.
