City Hires New Finance Director
City Manager Bryan Cosgrove announced today the hiring of Joanne Ossanna, CPA, as the new Finance Director for the City of Wilsonville. Currently, Ossanna serves as the Finance Manager for the Oregon Zoo, where she is responsible for the finance and accounting functions of the Zoo and has financial oversight of their $30 million operating budget, their capital budget and $125 million capital bond projects.
Ossanna has over 17 years of experience in public finance, including previous positions as administrator for business services for the Beaverton School District and controller for Portland Public Schools. She earned her Oregon CPA licence in 1999 while working for Pauly Rogers and Co. auditing goverments and non-profits, and graduated from California State University, San Bernardino, in 1991 with a bachelor of arts in accounting.
Cosgrove said that, “The City of Wilsonville has found a skilled financial professional who is also an adept communicator and department manager. Joanne will be a very worthy successor to our long-time Finance Director Gary Wallis, who is retiring after 16 years with the City.”
In addition to managing the finances for the Oregon Zoo, a division of Metro regional government, Ossanna has actively participated in capital financing, debt management, and investor rating agency reviews of $65 million bond sale. At Beaverton schools, Ossanna directed accounting, financial reporting, purchasing, payroll and internal control functions while supervising a staff of 21.
Ossanna is an active member of the Oregon Society of CPAs Governmental Accounting and Auditing committee where she served as chair and vice chair and she has served on committees with the Oregon Department of Education. Ossanna has been a resident of Tualatin for 20 years where she and her husband raised 2 children.
